You can add the following line to your CMDLINES.TXT:
REG ADD HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\ServerOOBE\SecurityOOBE /v DontLaunchSecurityOOBE /t REG_DWORD /d 0
